Tommy Fenn is one of the oldest people left alive on Orcas Island. He’s fifteen. The Orphan Fog plague has wiped out all the adults and young children and now the Pacific Northwest is a wasteland of teens and tweens struggling to survive amongst the rotting bodies of their parents and the wreckage of their world.

Scavenging can only take them so far. Tommy doesn’t know when the National Guard will come back, or even if the government still exists. So he and his gang learn to sail, to trade with other survivors around the islands, to see what’s out there. And what’s out there is pirates; murdering, raping teenagers who take what they want and shoot anyone who gets in their way. To protect the island, Tommy proposes joining forces with the Rosario colony. Their leader, Brad Dexter, refuses. He considers Tommy a criminal, as bad as any pirate. Then the pirates invade Tommy’s cove and kidnap Jennifer Nakasura.

And far away, at the top of the Space Needle, the Emperor, a mysterious young man with a special destiny, gathers his army under the red octopus flag. He is searching for a strange mutant child. A child with tentacles.
